Every stitch count in a pattern is a measurement in disguise: it is the width the designer wanted, multiplied by the gauge they achieved. Work at a different gauge and that same count produces a different width. This converts the count instead of the size, which is the fix when you love a yarn that will not meet the stated tension.

What a stitch count really is
A pattern's stitch count is not a property of the garment; it is the width the designer wanted multiplied by the gauge they achieved. Written out: stitches = width × gauge. Rearranged, width = stitches ÷ gauge.
That means the same count produces a different width at a different gauge, in direct proportion. Knitting a 100 stitch piece at 5.5 stitches per inch rather than the pattern's 5 gives 18.2 inches instead of 20 — a nine percent shortfall, which is what nine percent of a chest measurement looks like on a body.
Converting is therefore a single multiplication: multiply the pattern's count by the ratio of your gauge to theirs. The difficulty is not the arithmetic, it is that it has to be applied to every count in the pattern rather than just the cast-on.
A worked example
A pattern gives 100 stitches at 5 stitches per inch, so 20 inches. Your gauge is 5.5. Twenty inches at 5.5 needs 110 stitches — the pattern's count times 5.5/5, or 1.1.
Every other count scales the same way: an 80 stitch sleeve becomes 88, a 40 stitch neckband becomes 44. Row counts scale by the ratio of row gauges instead, which is usually a different number, and that is where converting a shaped pattern becomes real work.
Where the answer misleads
Stitch patterns constrain the answer. If the design repeats over eight stitches, 110 is not available to you — 112 is, or 104. Converting then rounding to a valid repeat can move the width by half an inch, which is usually fine and occasionally is not.
It is also worth checking whether a different size solves the problem for free. If your gauge difference happens to match the pattern's size grading, knitting the next size down at your gauge may land within a quarter inch of the target, with no recalculation at all.
Finally, converting gauge does not convert fabric. A yarn knitted much tighter than intended makes a stiff fabric and one knitted much looser makes a limp one, and neither is fixed by getting the measurements right. If the swatch does not feel like a garment, change yarn rather than arithmetic.

Can I knit a pattern at a different gauge?
Yes, if you recalculate the stitch counts. Divide the pattern's count by its gauge to get the intended width, then multiply by your own gauge. A 100 stitch piece at 5 st/in is 20 inches; at your 5.5 st/in it needs 110.
What happens if I do not adjust?
The garment comes out the wrong size, proportionally to the gauge difference. Knitting 100 stitches at 5.5 st/in instead of 5 gives 18.2 inches rather than 20 — nearly two inches narrower, which across a body is a full size.
Is it easier to just knit a different size?
Sometimes, and it is worth checking: if your gauge difference happens to match the size grading, picking the size whose stitch count matches your target width is much less work. It only works when the difference lands close to a size step.
What about row counts and shaping?
Those need converting too, using row gauge, and it is where the work really is. Shaping spread over a set number of rows has to be respaced, which is why converting gauge is straightforward for a scarf and involved for a set-in sleeve.
