Why pleats take three times the fabric
A pleat has a face and an underlay. The underlay is folded twice — back under the face and then forward again — so behind every inch of visible pleat sit two more inches of fabric. Three inches of flat fabric produce one inch of finished width.
That factor of three holds for knife pleats, box pleats and inverted pleats alike; they differ in which direction the folds face, not in how much fabric they consume. Only a partial pleat, which does not fold to full depth, uses less.
The number of pleats is the finished width divided by the visible pleat width, and it rarely comes out even. Adjusting the pleat width slightly is usually better than adjusting the panel.
A worked example
A 36 inch finished pleated panel with 2 inch pleats: 18 pleats, each consuming 6 inches of flat fabric, for 108 inches in total. On 60 inch fabric that is two widths seamed, and the seams have to fall inside a pleat fold to be invisible.
Dropping to a 2:1 partial pleat brings the flat width to 72 inches — still more than one width, but a saving of a yard. The pleats will open more readily and hold their crease less crisply, which may or may not matter.
Where the answer misleads
Pleats need to be set, and how well they hold depends entirely on the fibre. Wool and polyester take a permanent crease well; cotton and linen do not, and will need pressing after every wash unless the pleats are edge-stitched.
Seam placement matters more than the yardage. A seam that falls on the face of a pleat is visible forever; hiding it in a fold takes planning at the cutting stage, and it can force a slightly different pleat width.
Finally, a pleated panel has three times the fabric at the waist seam. That bulk is real and can defeat a lightweight waistband, which is why pleats are often stitched down for a few inches below the waist before being released.
