How it is calculated

California's base rate is 7.25%, which is itself a combination of a state rate and a mandatory local component. District taxes are then added on top by county, city and special district, taking combined rates above 10% in parts of the state.

Total = taxable amount × (7.25% + applicable district rates). District taxes are the variable part and they are determined by the delivery address rather than the county alone.

District taxes and why they complicate everything

District taxes are approved by local voters and change on quarterly effective dates. Several dozen changes take effect across the state in a typical year, and a rate table refreshed annually will be wrong in some districts for most of it.

They also apply based on where the property is delivered or first used, which for a shipped order is the customer's address, but for a will-call or a service performed on site can be somewhere else entirely.
