How the figure is built
Florida levies 6% at state level, plus a discretionary sales surtax set by county, commonly 0.5% to 1.5%, with some counties at 2%. Total = (taxable amount × 6%) + (surtax base × surtax rate).
The two bases are not the same, which is Florida's distinguishing quirk. The surtax applies only to the first $5,000 of the sales price of a single item of tangible personal property; the state 6% applies to the whole amount.
A concrete case
A $58 order in a county with a 1% surtax: 6% state is $3.48, surtax is $0.58, total $4.06, an effective 7%.
Now a single $12,000 item in the same county. State tax is $720. Surtax applies to the first $5,000 only: $50. Total $770, an effective 6.42% rather than 7%.
Applying the combined 7% to the whole $12,000 would give $840, a $70 overcharge on one transaction, and a systematic one for any business selling high-value single items in Florida.
Where the figure deceives
The $5,000 cap applies per item, not per invoice. An order containing three $4,000 items has the surtax applied to each of them in full; an order containing one $12,000 item does not.
Florida's economic nexus threshold is $100,000 in taxable remote sales in the previous calendar year, with no transaction count, so a seller with many small orders is measured only on value.
Acting on it
Implement the surtax cap per item if you sell anything above $5,000. Many systems apply a single combined rate by default, which overcharges every high-value sale.
Then check the surtax rate by county rather than assuming a statewide figure. Several counties levy nothing and others levy 1.5% or more, and the rates change at the start of the calendar year.
Commercial rent, and the tax nobody expects
Florida is the only state that levies sales tax on commercial rent, charged on payments for the lease or licence to use real property. The rate has been reduced repeatedly in recent years and remains a genuine cost for any business leasing premises in the state.
It applies to base rent and to many additional charges under a lease: common area maintenance, property taxes paid on the landlord's behalf, insurance, which makes the taxable amount larger than the rent line alone.
For a business evaluating warehouse or office space in Florida, that is a real line in the cost comparison against neighbouring states, and it is one of the more commonly overlooked items in a location decision. The surtax also applies to it, at the county rate, with the same $5,000 cap logic not applying, commercial rent is treated differently from tangible personal property.
One further filing feature: Florida offers a collection allowance to dealers who file and pay electronically and on time, retaining a small percentage of the tax collected up to a cap.
It is small in absolute terms and it is free money for doing what compliance requires anyway, which makes it worth claiming rather than overlooking on the return.
Late filing forfeits it in addition to attracting penalties, so the incentive runs in the right direction.
