A forwarder's quote is a stack of line items: origin handling, export customs, ocean or air freight, destination terminal handling, customs entry, delivery, and the forwarder's own fee, sometimes explicit and sometimes buried in the freight rate.

The comparable figure is the all-in door-to-door total for a defined shipment. Comparing freight rates alone is close to useless, because the excluded charges vary more between quotes than the freight does.

In practice

Forwarder A quotes $1,950 ocean freight and lists origin charges $650, destination THC $520, entry $185, delivery $580, $3,885 all in.

Forwarder B quotes $1,680 ocean freight, which looks $270 better. But their origin charges are $890, destination THC $610, entry $240 and delivery $640, $4,060 all in, $175 worse.

The cheaper freight rate is $175 more expensive, and the only way to see it is to insist on the full breakdown. Quoting a low headline rate and recovering it in the charges is a well-established pattern in the industry.

The limitations

Quotes are usually valid for a short window and subject to space availability. A rate agreed in a quiet month may not be honoured in a peak one, and the difference between a booked rate and a spot rate at peak can be substantial.

Surcharges also appear mid-shipment: peak season surcharges, congestion surcharges, currency adjustment factors, and general rate increases. A quote that does not state which surcharges are included is not a fixed price.

Putting it to use

Require an all-in door-to-door quote with every line itemised and every exclusion named. Any forwarder unwilling to provide that is telling you something about how they intend to invoice.

Then compare three quotes on the same shipment specification, and reconcile the actual invoice against the quote afterwards. The variance between the two is the most informative number about a forwarder, and it is only visible after the first shipment.

What a forwarder is actually for

The freight rate is the visible part and the least differentiated. What varies between forwarders is problem-handling: what happens when a container is rolled, when customs holds a shipment, when a document is wrong, when a vessel is delayed.

A good forwarder tells you about a problem before you notice it and has already started fixing it. A poor one responds to your enquiry three days later. That difference is worth considerably more than a few hundred dollars on the rate, and it is invisible in a quote.

For a business importing regularly, the most valuable thing a forwarder provides is a single point of accountability across a chain of parties who would otherwise each blame the others. That is what the fee buys, and it is why the cheapest quote is frequently the wrong choice, a distinction that becomes obvious the first time a shipment goes wrong and considerably less obvious before then.

One practical note when requesting quotes: give every forwarder identical shipment details: cartons, dimensions, weights, commodity, incoterm, origin and destination addresses, and the required delivery date. Quotes based on different assumptions cannot be compared and forwarders will make different assumptions if allowed to.

Sending the same specification to three forwarders also tells you something about each of them by how they respond, which is information the rate alone does not carry.
