Behind the number
Last mile cost is the expense of moving a parcel from the final depot to the customer's door: driver time, vehicle cost, fuel, and the failed attempts that have to be repeated. Per stop it is (route cost ÷ stops), and the number of stops per hour is the variable that dominates.
It is conventionally the most expensive leg of the whole journey, commonly 40% to 60% of total delivery cost, because it is the only one where the vehicle stops for a single parcel.
A real example
A van costing $38 an hour all-in: driver, vehicle, fuel, insurance, running an eight-hour route. That is $304 a day.
At 90 stops a day, the cost per stop is $3.38. At 60 stops, $5.07. At 130 stops in a dense urban route, $2.34.
Drop density is therefore worth more than anything else on the route. A carrier delivering to a dense postcode has half the cost per parcel of one delivering to a rural round, which is exactly what the delivery area surcharge is pricing when it appears on an invoice.
The usual mistakes
Cost per stop assumes every stop succeeds. A 5% failure rate means the effective cost per successful delivery is 5% higher plus the cost of the repeat attempt, which on the numbers above turns $3.38 into roughly $3.90.
Multi-parcel stops also distort it. A stop delivering three parcels costs barely more than one delivering a single parcel, so cost per parcel and cost per stop diverge in any operation with repeat customers or consolidated orders.
Using the result
Measure stops per hour rather than parcels per day. It is the productivity number that actually drives cost, and it responds to routing, parcel size, access and delivery instructions.
Then use it to judge alternatives honestly. Locker and pickup-point delivery consolidates many parcels into one stop and typically halves last-mile cost, which is why carriers discount it and why offering it is worth real money.
Why the last mile resists economies of scale
Every other leg of a parcel's journey gets cheaper with volume: a fuller trailer, a busier sortation hub, a better-utilised aircraft. The last mile does not, because each additional parcel to a different address requires its own stop.
The only genuine lever is density: more parcels per square mile means more stops per hour. That is why the large carriers compete hardest for volume in specific geographies rather than nationally, and why a new entrant with thin coverage cannot match their cost per parcel regardless of how efficient its operation is.
For a shipper, the implication is that last-mile cost is largely outside your control and entirely inside your carrier choice. The lever available to you is reducing the number of last miles: consolidating orders, offering pickup points, encouraging larger baskets, rather than making each one cheaper, and that reframing usually points at different actions than a rate negotiation would.
Beyond that, time windows. A narrow promised window forces route order and cuts stops per hour, while a wide one lets the route be optimised freely.
The difference is substantial, a two-hour window can cost 20% to 30% more per stop than an all-day one, which makes precise delivery timing a genuine product feature to be priced rather than a service level to be offered by default.
