How is Canadian import duty calculated?

On the value for duty, normally the FOB transaction value of the goods. GST at 5% is then applied to the duty-paid value, and provincial sales tax or HST may apply depending on the province of destination.

What are the de minimis thresholds?

For courier shipments from the US and Mexico under CUSMA, relief applies below CAD $40 for tax and CAD $150 for duty. From other countries the general low-value threshold is considerably lower, at CAD $20.

Can I recover the GST?

If GST registered and importing for commercial use, yes, as an input tax credit on your return. Provincial sales tax in non-HST provinces is generally not recoverable the same way.

Does CUSMA remove duty entirely?

For qualifying goods that genuinely originate in the US or Mexico, yes — but rules of origin are strict, and goods merely shipped from those countries do not qualify. A certification of origin is required.
