Everything an order touches
Cost per order is not cost per pick. An order consumes picking, packing, dispatch admin, and a share of receiving, put-away, returns and customer service. Counting only the pick understates it by a factor of two or more.
Build it from the steps. Pick time times lines per order. Pack time, which is largely fixed per order regardless of lines. Dispatch, label and manifest. Then the allocated share: receiving and put-away amortised across the units that will eventually ship, returns handling amortised across orders at your return rate, and customer service contacts per order.
Small operations typically land between £1.20 and £3.00 per order fully loaded. The variance comes from order profile and from how much of the allocated work is being counted; sellers who quote 60p are usually counting the pick and the pack and nothing else.
The fixed and variable split
Packing is largely fixed per order. Picking is variable with lines. Which means average order lines is one of the strongest drivers of labour cost per order, and anything that increases basket size improves the ratio without increasing the fixed component much.
This is the operational argument for bundles and thresholds that most merchandising discussions miss. A second item on an order adds perhaps 20 seconds of picking and no packing time, so the marginal fulfilment cost of the second unit is a small fraction of the first.
It also explains why single-item orders are the worst shape for a warehouse and the most common in ecommerce. A business shipping mostly single items carries the full fixed cost on every order, which is why free shipping thresholds are as much an operations lever as a marketing one.
Peak, and what overtime really costs
Labour cost per order rises at peak, which is counterintuitive since the fixed cost is spread over more orders. The reason is that peak labour is more expensive: overtime at premium rates, agency staff at a margin, and new starters working at a fraction of experienced productivity while someone experienced supervises them.
Agency staff typically cost 20% to 35% above direct employment once the margin is counted, and produce meaningfully less in their first week. Both effects belong in the peak model and usually only the first one does.
Which argues for smoothing rather than scaling. Pre-picking and pre-packing known volume before the peak, extending dispatch cut-offs, and staggering promotions all reduce the peak that has to be staffed. Every order moved out of the peak week is an order fulfilled at standard rather than premium cost.
Comparing against a 3PL quote
3PLs quote per order plus per line plus storage, and the comparison against in-house is only meaningful once your own number is fully loaded. Sellers comparing a £2.20 3PL rate against an in-house figure that counts picking only will always conclude in-house is cheaper, and will usually be wrong.
The fair comparison includes everything the 3PL rate covers: labour, supervision, the space that labour occupies, equipment, packing materials if bundled, software, and the management time spent running a warehouse rather than a business.
It should also include the option value. A 3PL scales down as well as up; a warehouse lease and a team do not. For businesses with volatile or seasonal volume, that flexibility is worth a real premium per order, and it is invisible in a straight rate comparison.
Reducing it without pushing people harder
Batch picking is the largest single lever in most small operations, typically cutting pick labour by a third. Packing station design is the second: consumables within reach, the right box sizes to hand, the printer next to the bench rather than across the room.
Carton right-sizing helps twice, reducing packing time and shipping cost together. So does reducing the number of box sizes to a manageable set, since a packer choosing between four boxes is faster than one choosing between fifteen.
The unglamorous one is removing interruptions. In small warehouses the same people pick, pack, answer the phone and receive deliveries, and the switching cost is large and invisible. Blocking picking into uninterrupted periods, with someone else covering the phone, frequently produces a bigger improvement than any process change.
