How the eBay Fee Calculator works
eBay's fee is a percentage plus a flat charge, and the part that catches sellers out is what the percentage is applied to. The final value fee is charged on the total the buyer paid, which includes the shipping you charged and, in most markets, the sales tax eBay collected. Pricing off the item price alone understates the fee on every order with shipping on it.

Does eBay charge a fee on shipping?

What is the eBay international fee?
An additional percentage, around 1.65%, charged when the buyer is registered outside your marketplace, regardless of where the item ships. It is applied on top of the standard final value fee rather than instead of it.
Why is my eBay fee higher than the percentage suggests?
Usually three things stacking: the percentage applies to shipping and tax as well as the item, the flat per-order fee is proportionally large on cheap items, and promoted listings adds an ad rate on top when the sale came through a promoted placement.
