The underlying calculation

The regulatory operating fee is a small percentage of the order total, charged in a specific list of countries where Etsy faces regulatory or compliance costs. Individually these are trivial. Across a shop doing 500 orders a year at £32 average, the UK rate produces about £51 a year. The catch

Include it in the blended rate you price against rather than tracking it separately. Three tenths of a percent does not justify its own line in a pricing spreadsheet; it justifies being inside the single all-in percentage you use, which for most shops is around 11% to 12% of gross.
