Tiered thresholds and how they behave
Spend and save offers a discount that increases with the order value: £10 off £60, £25 off £120, £50 off £200. Each tier gives a customer a reason to move up.
The structure works because it is self-selecting. Customers who were going to spend £50 move to £60; those going to spend £110 move to £120. Each moves the minimum distance required, which is exactly the efficient outcome.
The tiers should be set against the actual distribution of order values, with each threshold placed just above a cluster. Setting them at round numbers regardless of the data leaves value on the table, because a threshold at £100 when orders cluster at £115 discounts behaviour that was already happening.
Keeping the effective discount flat
A common design error is tiers where the discount percentage rises faster than the spend, so the largest orders get the deepest discount.
£10 off £60 is 16.7%. £25 off £120 is 20.8%. £50 off £200 is 25%. The best customers are receiving the largest discount, which is backwards if the objective is margin.
A flat or declining effective percentage across tiers is usually the better structure: £10 off £60, £18 off £120, £28 off £200 holds roughly 15% throughout. It is less dramatic and it protects the contribution on the orders that matter most.
The gap between tiers
The distance between thresholds determines how many customers move. Too close and the tiers do not differentiate; too far and only the top tier's natural customers reach it.
A gap of roughly double works well: £60, £120, £240. It creates a clear ladder and each rung is a meaningful step.
The top tier deserves particular attention because it sets the ceiling on what anyone will spend. A top tier at £200 in a catalogue where some customers would happily spend £400 caps the basket, since there is no reason to go beyond the last threshold. Adding a tier above where anyone currently spends costs nothing and occasionally produces a very large order.
Communicating the ladder
The whole structure has to be legible at the point of decision. A customer who does not know the next tier exists cannot move towards it.
The implementation that works is a live indicator in the basket: current tier, next tier, and the amount needed. It is a small piece of development and it is what converts the offer from a banner into a mechanism.
Where it is presented only as a table on a promotions page, the offer functions as a discount rather than as a ladder, and the incremental spend it was designed to produce mostly does not happen.
The returns problem
A customer who spends £125 to reach a £120 tier and then returns an item, dropping the order below the threshold, has received a discount they no longer qualify for.
The policy has to address it and both answers are defensible: recalculate the discount and reduce the refund accordingly, or honour it. Recalculating is fairer and generates complaints; honouring is simpler and is occasionally exploited deliberately.
What causes trouble is having no policy, so the decision is made case by case by whoever handles the return. Stating it in the terms before purchase costs two sentences and removes the argument entirely.

How should tiers be spaced?
Close enough that the next one feels reachable from the current basket. Doubling the spend for the next tier is usually too far.
How steep should the discounts be?
Steep enough to motivate and shallow enough that contribution per order still rises. Check the contribution at each tier rather than only the discount.
Should the top tier be very generous?
Only if the basket increase justifies it. A dramatic top tier that a handful of customers reach costs little; one that many reach can cost more than it earns.
Does this work better than a flat discount?
Generally yes, because it rewards larger baskets rather than discounting every order equally. A flat discount gives the same away to a £20 order and a £200 one.
