The final value fee is eBay's commission, and almost every dispute about it comes down to the base rather than the rate. It is charged on the total amount of the sale, so the shipping you billed the buyer is inside it, and in most markets the sales tax eBay collected is too. That is why a 13.6% fee on a $45 item is not $6.12.
